Councilmembers recounted Shen’s work on rent‑control matters, litigation victories, and institutional reforms; Mayor Marilyn Ezzy Ashcraft presented the proclamation and invited Shen to the dais.
Councilmembers also offered personal tributes and presented a piece of art to Shen. The mayor noted Shen will speak at the League of California Cities conference in September. Council members emphasized appreciation for Shen’s steady counsel and the institutional changes he leaves behind.
