City associate planner Gabby Ventura explained that accessory dwelling units (ADUs) are smaller, independent homes on the same property as a primary residence, typically with their own kitchen and bathroom, and that ADUs may be attached, detached, or created by converting existing space. "An ADU is a smaller independent home located on the same property as a primary residence," Ventura said during the presentation, and she noted ADUs are incorporated in Sunnyvale's municipal code (chapter 19.79).
Ventura also summarized SB 9 and how the city has implemented it as DUO/ULS in the municipal code: SB 9 applies to single-family zoning districts, allows homeowners to either construct additional homes on a lot or split a lot into two parcels (urban lot split), and is reviewed ministerially under objective standards. Staff explained the policy question before Sunnyvale is whether ADUs or SB 9 should be permitted on parcels newly created under SB 684 or SB 1123, a choice that would increase or limit potential unit counts depending on the option selected.
