Jerry Rooney, the Eastern Center safety and security coordinator, said the crossing is unpredictable and used throughout the day by students, adult‑education attendees and staff. "It's very, very unsafe," Rooney said, urging the township to pursue the improvement. Staff said PennDOT has signaled willingness to review designs but that the township would be expected to submit plans and bear construction costs if it wants work completed. The packet included a conceptual cost range of $320,000 to $424,000 and staff explained that spending $3,500 on a basic layout or up to $45,000 on more detailed engineering would make grant applications more competitive.
Commissioners discussed possible phasing (a fast initial study vs. a broader trail grant) and asked staff to identify grant sources and bring a recommended funding and timeline approach back to the board.
