"Prohibiting the placement of the face or individual portrait of the mayor or any single member of the city commission on flyers, posters, digital graphics... except when such elected official is participating as a speaker, panelist, moderator, presenter, or featured participant," the proposed resolution reads. Supporters said the change prevents the appearance of using city resources for individualized political promotion.
Vice Mayor Florymon and other commissioners emphasized that events paid out of a commissioner's contingency are different from 'mayor and commission' events that require a resolution and staff approval; the manager confirmed direct costs (including police and staffing) must be identified and, if a commissioner is sponsoring beyond their allowed allotment, the item must come before the commission. Commissioners also added an amendment requiring that sponsor funds be secured before advertising an event to avoid last‑minute cancellations.
The measure moved forward after debate with the commission approving the introduction and amendments; the attorney and manager said they would write the clarified language so the policy distinguishes between contingency-funded commissioner events and city-sponsored events that require commission approval.
