Council approves $1.383M in tribal housing grant funds for Wind River Phase 3

The Housing Stabilization Division recommended the release of Bridal Housing Grant Fund dollars to the Confederated Tribes of Grand Ronde to support phase 3 of Wind River Apartments. Colt Stray, program analyst and grant administrator, told the council the recommendation seeks a release of "$1,383,793 to support the development of phase 3 of Wind River Apartments" that will create a fourplex on tribal trust land to serve tribal members at or below 80% AMI. Colt said the tribe plans to expend its full biannual allocation on this development and has contributed about $400,000 in tribal funds toward engineering and utility costs, bringing the total project cost to roughly $1.7 million.
Tim Ahern Macias, the agency tribal liaison, noted the site is shovel ready and is located near tribal services and community amenities. Council members asked why the tribe elected not to budget administrative or indirect costs; staff said tribes may include indirect costs under negotiated federal NICRA rates but many tribes choose to maximize dollars for construction. Council member Lee moved to approve the recommendation; the council recorded unanimous roll‑call approval.
