The Central Planning Commission voted to adopt the Central 2045 master plan after members debated the document's level of detail and the scope of commercial designations.
One commissioner objected to what he described as the plan's lack of "careful and comprehensive surveys and studies" and criticized a map that he said "takes a big red paintbrush and paints ... commercial" along major roadways, arguing the map lacks gradations of commercial intensity. He warned such broad designations could effectively give property owners a stronger claim to commercial use in the future and urged the commission to provide more intentional guidance about where commercial and residential growth should occur.
Other commissioners and staff urged adoption. They noted the plan had been the subject of workshops, described it as an "evergreen" document to be revisited periodically and emphasized citizen priorities identified in surveys — notably drainage and sewer, preserving rural character and improving transportation. To address concerns about interpretation, the commission agreed without objection to add wording provided by a council member into the plan's introduction clarifying that the plan is advisory, does not alter existing zoning and is not intended to be the sole basis for approval or denial of land-use applications.
A motion to adopt the plan (including the introductory clarification) was made and seconded; roll call recorded affirmative votes and the commission adopted Central 2045. Staff noted they had received two written comments on the draft prior to the hearing.
