Staff reported that the Jubilee project has completed its federal environmental review and entered the required public waiting periods.
"We had to do a federal environmental review. It took a very long time to complete all of the requirements," the Clerk said, describing the NEPA process and coordination with funding partners. The Clerk said the project is now through the public comment windows (the committee discussed 30 days followed by a HUD 15‑day review) and that demolition is anticipated before year‑end.
Committee members said they did not expect objections and that developers have been coordinating with historical and funding partners; staff noted that any formal objections during the public period could affect the timeline.
