Committee motion to have Black Swan prepare application is retracted; members agree to circulate draft
Summary

During the meeting a committee member moved that Black Swan Labs prepare the MassDEP feasibility application up to the point where DPW would fill in technical specifications and that the completed draft be circulated to committee members and the mayor for review.
The motion was seconded, and members debated whether a formal motion was appropriate before reporting to the full city council. After discussion and concerns about committee process the mover retracted the motion; the chair and members nevertheless agreed to proceed informally: Black Swan will draft the application, DPW will supply the municipal technical inputs, and the draft will be emailed to committee members and the mayor for comment before submission.
No formal vote was recorded and no commitments beyond preparing and circulating a draft were made.
