Commissioner urges bond and use of 'loop' funds to finance annex facade work

Commissioner Parker told the court he was "torn" about starting with exterior façade repairs because doing so could obligate the county to later interior renovations and disrupt county operations. Parker said a constituent provided a conceptual plan that might allow staff to remain in place and proposed using money currently tied to a 'loop' project combined with bond financing to pay for the work over roughly eight years.
"This here would give us, we could take the money that's being spent on the loop now and just...it would take us, you know, a while to get into it and that'll be paid off in 8 years," Parker said. He described the plan as a way to avoid immediate displacement while still moving forward on needed exterior work.
Other commissioners pressed operational and safety questions. Chair Commissioner Parchman said architects and the two bidders indicated the front-end project could proceed without preventing interior renovations; Jeff recommended obtaining an additional scope of work and a needs assessment before committing county funds.
No formal financing decision was made; the procurement vote for selecting a contractor ended in a 2–2 split and the court left the bid unresolved.
