The Titus County Commissioners Court met in a special session on July 20 to consider untableing and deciding on a general contractor for exterior repairs to the county annex. Commissioner Mitchell moved to proceed with selecting a contractor; the motion was seconded and taken to a voice vote that resulted in a 2–2 split, and the court did not award the contract.
The item had been untabled from an April 13, 2026 agenda. Commissioner Parker voiced concern about committing to the exterior work first, warning it could obligate the county to later interior renovations and extended displacement: "But do we wanna spend $800,000 on the front of this and then go into to, you know, a building project like this down the road and just basically throwing that 800,000." Chair Commissioner Parchman said architects and bidders told the court the front work could be done without preventing later interior changes, but acknowledged the risk and the potential need to relocate operations for the duration of construction.
After debate, the court took the motion to approve the contractor. The chair announced the result: "So it's 2 to 2," and noted uncertainty over how long the bidder will hold the price. The tie left the procurement unresolved at the meeting; the court did not vote to award the contract. The court adjourned at 09:13.
