Council authorizes exploration of $300,000 CDBG housing/demolition grant application

Kika Bailey of the North Central Regional Planning Commission briefed the council on potential use of a Community Development Block Grant (CDBG) to support low- and moderate-income housing rehabilitation and demolition of dilapidated structures. She said the city is eligible to pursue about $300,000 under the program and that an application requires a $1,500 application fee (pending the regional commission's executive board approval). If awarded, environmental review costs of roughly $4,500 could be covered by the grant.
"The amount that is still available for the city to go after is $300,000," Bailey said. Councilmembers asked about project eligibility and local responsibilities. A motion to allow the North Central Regional Planning Commission to explore preparing a CDBG housing/demolition application and to host a public meeting passed by voice vote; staff will work with the planner to schedule community outreach and next steps.
The council did not commit local matching funds at this time; Bailey said administrative costs would be paid from the grant if awarded, and the $1,500 application fee is the city's initial, nonrefundable outlay if the regional board approves charging the fee.
