Council approves 'Rhythm and Reels' park event with alcohol sales and extended curfew

Organizers told the council they are rebranding Cowtown Days as "Rhythm and Reels," scaling back volunteer-intensive elements and focusing on a children's movie and a Saturday concert. The event organizers requested use of Precinct Park for Aug. 1–3, 2025, an extension of the park curfew to midnight, permission for beer sales and consumption inside the park, street closures and splash pad access.
"We've created some unknown chaos...In 2025, we decided to change the name of the event to Rhythm and Riddles and maintain the components of the event that are sustainable," the organizer said. Councilmember Hart moved to approve use of Precinct Park for the 2025 Rhythm and Reels event and the motion passed on a voice vote. Approval was contingent on completing city forms, obtaining street closure permits and providing insurance and any required alcohol permits.
Council members asked logistical questions about parade and volunteer needs; staff confirmed the LPN Rodeo would hold a parade the same weekend and that public works and police would coordinate street closures and curfew enforcement. The council did not attach additional conditions beyond the routine permit and insurance requirements.
