Director Bell briefed the Housing Stability Council on fiscal context and near‑term agency tracking, linking upcoming revenue forecasts to the agency’s budget posture.
Bell said recent revenue forecasts include bright spots but also named constraints and explained the agency will not assume abundant general fund revenues going forward: "we are not in a place of abundant general fund revenues," Bell said, and asked the council to prepare to use policy‑neutral tools and other levers while staff convenes partner conversations. Bell said staff will send written information to the council and provide a fiscal briefing tied to implementation milestones.
Bell also previewed a July/August briefing on 25/27 implementation items and a deeper fiscal briefing so the council can ground strategic planning in current financial health. Council members supported further visioning work and asked staff to incorporate the statewide housing plan conversation into budget and policy discussions.
The council did not take any formal budget votes at the June meeting; staff said they will follow up with written materials and schedule partner briefings and a fiscal briefing for the council.
