Multiple commissioners told the applicant that the site’s pedestrian design needs clearer, wider connections and stronger landscape buffers.
Commissioner John Frazier questioned the narrow 20–22 foot separation between Lots 3 and 4 that is shown as a plaza or pedestrian area, telling the applicant "if you can get those, if you can make that wider" you would improve restaurant seating and walkability. Commissioners repeatedly requested improved sidewalk continuity from the north lots to the pond and park to the south, wider planting islands to allow trees, and stronger façade articulation so restaurants and retail spaces can provide outdoor seating and visual interest.
Developers responded that the plan retains flexibility for tenant‑specific trade dress and that some areas are intentionally adaptable, but they committed to work with staff on additional planting, sidewalk routing and the scale of plaza spaces. Landscape architect Catherine Talty described the intent as "native and sustainable" plantings with multiple gathering spaces and two sculpture sites, and the civil engineer said final grades and detailed planting plans will be shown on the final engineering drawings.
Why it matters: Pedestrian connectivity and streetscape quality affect safety, usability and the marketability of retail and restaurant tenants. Commissioners said they were willing to recommend the PUD to council only with conditions that require the applicant and staff to resolve these design elements before final approval.
Next steps: The commission’s recommendation asks staff to work with the applicant to refine sidewalks, island widths and foundation planting for the lots that have not been fully detailed; those refinements will be enforced at final plan or building permit review.
