Town manager Ed Morris presented a proposed charge and recommended creating a Crystal Lake Watershed Management Committee to guide a watershed-management plan. He recommended a seven-member committee (expandable to nine) with mandatory seats for the conservation commission and the Crystal Lake Association and the ability to invite technical attendees and DES staff as non‑voting contributors. The board approved establishing the committee and authorized the manager to begin recruiting applicants.
Dan Regan (speaker 7) and others recommended including municipal staff (e.g., DPW staff such as Jim or Jeremy) and heritage/conservation commission representation, and stressed diversity among applicants. The board agreed on a seven-member committee as a default with flexibility to expand if needed; the town will work with FB Environmental, which has been contracted to support the plan and already received a DES waiver to proceed.
