The City of Montrose City Council approved a policy that suspends online and digital payment privileges for accounts that have three or more returned payments. Staff said customers with multiple returned payments would be required to pay in person with cash or a cashier's check rather than by digital payment; staff framed the change as reducing returned-payment fees and staff time.
Staff noted the returned-payment fee is about $30 and estimated process costs in staff time; council moved, seconded and approved the policy 4-0.
