After discussion about prior practice with COG (Center of Governments) and potential liability, Mister White moved to deny the permit; that motion was seconded but the board later moved to table the permit, with a voice vote in favor to pause action and allow further review including possible solicitor input and police consultation. Bill Keogh and others urged staff flexibility for nonprofits with limited planning windows. The item will return to a future meeting.
