Committee adds reverse repealer and advances SB 22-31 on prostitution procurement

The committee then voted on the amendment by a show of hands. The tally produced an apparent 5–5 split and the chair broke the tie in favor of passing the amendment, stating, "5 to 5, I will break the tie in favor of passing." The motion carried and the committee advanced SB 22-31 with the reverse-repealer in place to allow further drafting before floor debate.
