Council reauthorizes town manager to negotiate Sagewood West affordable housing agreement

The Rangely Town Council on Feb. 11 approved a revised Resolution 2024-06 reauthorizing the town manager to negotiate and execute documents for the Sagewood West affordable housing project. The revision specifically authorizes negotiation of capital investment fees intended to support development on up to six additional lots.

Town manager Lisa Perry summarized the change as a narrow revision necessary to complete outstanding transactions: "the only revision to this resolution... was to, negotiate, means for us to get more affordable housing in Rangely." Council discussion centered on timing and whether the authorization should extend beyond closing; members said further negotiations would require a new resolution. Council member (voice 9) moved the resolution and a council member (voice 3) seconded; the presiding chair called the voice vote and declared the motion carries.

Supporters said the revised authorization will allow staff to finalize an agreement and close the transaction before a future staffing change. The council recorded the motion as made by Andy and seconded by Tim during the meeting record. No written amendment was made on the floor; the council said any additional negotiations after closing would require a subsequent resolution.

The town manager said she expects the matter to be closed within the next two weeks and that any further work would return to the council for additional authorization if necessary.
