City of Montrose staff presented a citywide plan to build a full water-treatment facility to address elevated manganese levels at a town hall meeting and warned of substantial costs and household impacts.
"Total estimated cost of a full water treatment facility is $30,000,000 as quoted by our engineering firm," said the Staff member, who walked the meeting through handouts and a year-by-year debt schedule. Staff described the plant as a long-term solution that would "clean our water, and make it safe for use for years to come." The staff presentation said the city would borrow money at a low interest rate and repay roughly $2,000,000 annually until about 2045.
Staff laid out projected annual bond-payment estimates beginning in 2026 (about $2,692,000) and declining moderately in later years. The presentation emphasized that those amounts were water-only debt and did not include other city obligations for streets or wastewater. "This is just water," the Staff member said when clarifying what the schedule covered.
The meeting did not include a formal vote; council members and staff agreed to pursue more detailed engineering and financing analysis and to report back with further information in approximately six months.
