He also noted the pipe is corrugated plastic and that “we don’t know” the full cause until excavation. Several council members warned that successive spot repairs could become costlier than a single full reconstruction.
Cost and schedule were key factors. Council members discussed an approximate $112,000 figure for a full replacement and the risk that a full dig would interfere with a planned mill-and-overlay road project. Staff and councilors noted a contractor could mobilize to do a spot repair within a week or two, whereas a full replacement might delay paving into the following year.
The council directed staff to proceed with the approved spot repair and to provide excavation findings and camera-inspection results. If the inspection shows broader failure, staff will return with recommendations for a larger project and potential funding options during next year’s budget process.
