Council delays water-project bid award, authorizes talks with state assistance program

The Linn Valley City Council extended the water-project bid timeline after contractors requested more time to inspect the ground following winter storms and authorized staff to pursue state technical assistance for rate-setting.
Councilmember (speaker 3) said contractors asked to see the site once ice and snow melted; staff reported a revised receipt date of Feb. 10 with an award expected at the council’s second meeting in February. “By the end of February, we'll be awarding bids,” a council speaker said during the update on the project schedule.
After a closed executive session for contractual discussion, the council returned and discussed rate-setting options. The mayor described two options: hire a private consultant (Carl Brown was mentioned) or use a state-funded program, the Midwest Assistance Program (MAP), run locally by Shelly Underwood. The council moved to allow the mayor and city clerk to enter contract negotiations with MAP to determine what assistance the program could provide; council members approved the motion.
Council members emphasized the need for engineering validation of bids, including verification of contractor experience and liability insurance. No final contract with MAP was executed during the meeting; staff were authorized to pursue negotiations and return proposed agreements to the council.
