City clerk Mindy reported that the city recorded $27,210.29 in income for December and that the public safety reserve stood at $66,813.98. “The total voucher for $79,503.61,” Mindy said while presenting the closing figures. Mayor (speaker 1) described the balance as a “good carryover for the year” and said the council would decide later how to use the funds.
Councilmember (speaker 3) moved that the council adopt the budgeted 3.5% COLA; the motion was seconded and the council voted in favor. During discussion, the mayor noted the timing of last year’s COLA was delayed and that the options were to take no action, adopt the budgeted 3.5% or adopt a 2.5% increase. The council adopted the 3.5% rate.
The council recorded no changes to the voucher amount and did not attach conditions to the COLA vote. The mayor said the council will revisit carryover use and capital planning at a future meeting.
