Council member Matthew Lyon said the ordinance’s primary aim is education rather than penalties. “The goal is for riders to operate their bikes safely to avoid injuries,” Lyon said, and he added that the ordinance allows the Township to place signs banning e‑bikes in congested areas if safety warrants it. Council members discussed speed enforcement; Mayor pro tem Mr. Lyon and Marmero noted the police department has speed‑measuring equipment that can be used on bikes.
Council member Smith and Mrs. Apeadu emphasized outreach to riders and parents about safe operation and the limitations of enforcement.
