The ordinance specifies a $37,500 down payment and a 15-year period of usefulness.
Engineer Michael D’Armiento told the council that Local Recreation Improvement Grant applications are due in February and cautioned that the state grant maximum he cited earlier was $75,000, far short of the estimated replacement cost for the field. "A guess would be $750,000," D’Armiento said when asked about the turf replacement estimate. Council members discussed alternative uses of grant money and smaller projects that could be pursued within the grant cap or with outside sponsors.
During public comment resident Jen Reppert asked "how this ordinance ties into the $75,000 grant that Mr. D’Armiento previously spoke about." Council members clarified the bond money is separate and intended for Summerhill Fields; not all bonded funds must ultimately be expended. Resident Steve Grello asked for clarification on the bond and bid processes during the public portion.
Councilmember Smith moved to adopt Ordinance 2025-21 on second reading, seconded by Councilmember Morrow. The roll-call vote was unanimous: Morrow, Apeadu, Smith, Jeney and Lyon voted aye. The ordinance will take effect 20 days after final publication, per the Local Bond Law provisions cited in the ordinance.
