Delran Council weighs local e-bike rules, proposes school training and 30-day warning period

Delran Township Council spent part of its Aug. 26 work session considering how to implement New Jersey’s three-class e-bike framework at the local level and how to enforce those rules.
Solicitor Marmero told Council that state statutes already establish class definitions and certain operating limits, and that the Township must decide which local regulations best fit those state rules. Acting Chief of Police Matt Gasper recommended proactive safety steps, including teaching safety measures in schools and offering training classes for riders and parents. Gasper also advised the Council to include a 30-day transition period during which officers would issue warnings rather than penalties once a local ordinance takes effect. Council asked Marmero to assemble the proposed language into an ordinance for review and modification.
Residents in the public portion reinforced safety concerns. Nancy Evans and Deb Hammond described hazardous e-bike behavior along Route 130 and urged formal training; Chris Adryan suggested requiring a driver’s license for e-bike operation and raised enforcement questions about distinguishing homeowner-hosted versus rented events. The Council did not take a vote at the session and left the issue for ordinance drafting and later review.
