Residents urge limits on surveillance cameras and press council to address alley maintenance

During the public comment period, two residents raised neighborhood concerns that the council discussed publicly. Jackie Cutbard (speaker S3), a Bellevue full-time resident, urged the city to terminate existing contracts with Block (a surveillance vendor) and objected to volunteer tree-cataloging that she said could include photos of private property without written consent. "Please terminate the city's Watts contracts immediately," she said, citing national examples and potential privacy risks.
Scott Fodderick (speaker S11), a Bellevue landowner, described clogged alleys full of woodpiles, sheds and other obstructions that make snow removal and emergency access difficult. He asked the council for faster notice-and-enforcement processes and suggested staff compile a list of problem addresses for follow-up. Council members thanked both speakers; the mayor and staff said they would note concerns and follow up through code enforcement and relevant departments.
