The Linn Valley City Council accepted the written resignation of Councilwoman Connie Capps, effective Feb. 28, and declared a vacancy on the governing body. Council member (S3) moved to accept the resignation; the motion was seconded and the council voted in favor ('Aye').
Mayor (S1) then proposed Resolution No. 148 to establish a transparent framework for filling future vacancies on the council. The resolution would publicly announce vacancies, open an application period of not less than 14 days, require public candidate interviews prior to appointment (with a limited waiver option by majority vote for emergencies or low applicant volume), and preserve the mayor's statutory appointment authority subject to council confirmation. Mayor (S1) said the resolution "doesn't change the statutory authority" but "simply establishes a structured and transparent framework for how we implement that authority." A motion to adopt the resolution was made and the council voted unanimously to adopt it ('Ayes have it').
The council held two short executive sessions earlier in the meeting (one for legal matters and one for non-elected personnel) and returned with no action taken. City officials said the vacancy will be filled under the newly adopted Resolution No. 148 and that the mayor will nominate a qualified elector for confirmation under the established process.
