Council awards $1.402 million contract for Coventry/Freedom drainage, waterline and resurfacing work

Staff described recurring erosion and a failing 50+-year-old 6-inch waterline in the Coventry Way / Freedom Drive / Freedom Circle area and recommended a combined project to reroute stormwater, replace the waterline and repave the street. Staff said the project was included in the FY25 budget ($1,430,000) and that seven bids were received; Black Forest Paving was the low bidder and staff recommended awarding the contract within the approved budget.
Council member (mover) made the motion to award the project to Black Forest Paving; the motion was seconded and approved by voice vote. Staff said the construction will address erosion in the ravine, modernize the waterline to meet fire-flow requirements and replace aging pavement.
