Council approves Fast Stop site plan at Prominence Point despite gateway-design questions

Community and Economic Development Director Scott Hess presented an administrative site-plan review for a proposed Fast Stop gas and convenience store at the corner of 1700 North and Washington Boulevard in the Village of Prominence Point.
Hess explained the application repurposes a prior 7-Eleven concept and said staff and planning commission worked with the applicant to meet parking, setback and on-site stormwater requirements. "Staff is supportive of the application following planning commission's recommendation with those conditions," Hess said, noting revised landscape plans, sidewalk connections and adjustments to the building elevations to meet the project's design requirements.
Council members raised questions about the site's relationship to the city's original gateway-building aspirations for the intersection, signage and whether the development will unduly shift trade among existing businesses. Hess said the plan meets code and that the project is a likely long-term investment that will produce property- and sales-tax revenues; he gave a rough estimate of combined property and sales tax of "$35,000 to $50,000 per year" as a back-of-the-envelope figure.
After discussion the council approved the site plan by roll call. Staff said they will continue to manage sign permits and any future design modifications through administrative review as allowed by the development agreement.
