Police propose 'safe exchange' parking stalls, records system; council discusses grass-clipping ordinance

The Basehor police representative (speaker 5) reported the department has been working to repaint and update the police parking lot, and proposed installing brightly colored 'safe exchange' parking stalls that will be video-recorded for safer online item exchanges or custody handoffs. The officer said the stalls would be publicized on social media and that staff hoped to implement them on March 3, weather permitting. The police representative also said the department has just completed training on a new records-management system paid for in the 2026 budget and expected to go live in the coming weeks.
Separately, municipal services staff (Dean Maricle) asked the council to consider an additional ordinance addressing the discharge of grass clippings and leaves onto city roadways, walking paths and open ditches. Maricle explained that vegetation clogging curb lines and storm boxes can cause drainage problems and erosion, create slippery conditions for pedestrians and bicyclists, and require municipal staff to perform manual cleanups. Council members agreed the issue is a concern for motorcycle and pedestrian safety and directed staff to coordinate on draft language with public works and legal staff.
