Council directs staff to draft brush-dump ordinance with cameras, signage and fines

Municipal services staff (Dean Maricle) briefed the council during the work session on proposed changes to operations at the City of Basehor brush-dump/debris site at 2300 N 158th. Staff recommended keeping current hours but adding clearer signage that lists allowable debris, installing a video camera system with signage noting monitoring, and defining a maximum size for accept-able items so that large items could be enforced with municipal-court citations.
Maricle described previous outreach and a public survey, and noted that second-Saturday hours are staffed and IDs are checked that day; he cited existing municipal-court fines "like 50 to $100" as the current penalty range but said the council could set higher fines in an ordinance. Council members discussed the value of cameras to capture out-of-state license plates and deter commercial dumping. City staff said security vendor pricing and related purchases are within the city administrator’s purchasing authority and that staff would return with a draft ordinance for council consideration rather than placing it on the consent agenda.
