Pavilion team seeks MOU as project moves from planning to fundraising

Jim Fritz, the project lead, said the team had completed Phase 1 and asked the council to allow the project to proceed to Phase 2 design and fundraising with an MOU to be considered at the Aug. 17 meeting. "We are back to give you an update on the pavilion project ... we feel that we have completed [Phase 1] and are ready to move on to Phase 2, which is the agreements and the fundraising," Fritz said. He reported Alliant Energy had approved the interconnection in late May and that local contractors had expressed interest; early estimates with contractor buffers put the project closer to $1.5 million than $2 million.
Council members pressed for specificity on long‑term maintenance and budget modeling. Staff and proponents described funding strategies that include solar income, user fees and endowment contributions, and discussed four management options (city operation, a 501(c)(3), the coop, or a hybrid model). Proponents said they plan to begin major donor outreach and fundraising on Sept. 1 and requested the council execute an MOU to confirm the project can proceed to formal design, noting planning, permits and lease frameworks will follow.
Next steps: proponents requested placement of an MOU on the Aug. 17 council agenda to authorize Phase 2 work and fundraising; staff and committee members will meet in early August to prepare draft materials.
