Under the proposed flat millage the budget funds about 86% of that amount (approximately $225,000), leaving some trimming and park capital deferred.
Hernandez also noted parks capital replacements — swings, slides, benches and trash cans — are not included in the flat budget; staff said the fully funded service budget would require approximately $1,100,000 to restore all deferred maintenance and sinking‑fund contributions. Council members discussed tradeoffs between service levels and revenue alternatives during the workshop.
