Homeowner Donna Wilson sought two linked exceptions at 12304 Pawnee Lane: permission to replace an existing fence on a through lot (placement exception) and to increase its height from 4 to 6 feet. Staff said both adjoining fences are 6 feet and that the existing fence is legal nonconforming; city staff explained through‑lot exceptions apply and that, as an existing feature, the fence qualifies for an exception application.
Wilson told the board that construction on 123rd Street removed mature trees that had provided privacy and noise buffering: "We used to have beautiful trees in the back that protected us a little bit from the 123rd Street noise… so this is why we've come to you to ask if we could go ahead and put the fence back in the location that it is right now." The board approved both the placement and height exceptions and directed staff to notify the homeowner in writing. Chris Burge later appeared on a separate but related through‑lot fence case and discussed materials (vinyl with a wood‑grain appearance) to replace rotting wood fences along College Boulevard.
