Several members noted Keene and the airport had been notified and had submitted comments, and that the development would not generate the kind of cross‑municipal impacts (large venue, racetrack, landfill, major traffic generator) that trigger a regional‑impact determination.
A motion that the proposal did not rise to the level of regional impact was made and seconded; the board approved the motion by voice vote.
