At a public hearing, long-range planner Hillary Taylor (speaker 24) presented a staff recommendation to rezone approximately 6.69 acres at 320 Military Cutoff Road from a split Office & Institutional Conditional District (ONI CD) and Regional Business (RB) zoning to a consistent ONI designation. Taylor said staff found modest support in the Create Wilmington Comprehensive Plan and noted the Planning Commission had approved the request 5–0.
The applicant, Cindy Wolfe (speaker 26), representing Peace Baptist Church, confirmed the two parcels had been combined and that making zoning consistent was the intent. Councilmember Joyner (speaker 8) moved to approve the rezoning on first reading, citing compatibility with surrounding uses; council voted unanimously to approve first reading, then voted to waive second reading and passed the rezoning on both readings that night. "I move to approve the proposed amendment to rezone property located at 320 Military Cut Off Road... and find it to be consistent with the relevant policies in the comprehensive plan," Councilmember Joyner said as he made the motion.
