Elgin issues community proclamations, approves sports-complex grant application and consent items

Council issued proclamations honoring Rotary District Governor Rick Riegner, designated Aug. 1 as Puerto Rican Day and recognized 2nd Baptist Church’s 160th anniversary; it also authorized a grant application for the Elgin Sports Complex expansion (vote 8‑0 with one abstention) and passed the consent agenda.
The council read several proclamations and recognized community organizations on July 22. Mayor David Captain read a proclamation honoring Rick Riegner’s selection as Rotary District 6440 governor; Riegner thanked council and said he was “very humbled and honored.” Council also proclaimed Aug. 1, 2026 as Puerto Rican Day and acknowledged the 160th anniversary of 2nd Baptist Church.
On business items, council authorized submittal of a grant application to the Illinois Department of Commerce and Economic Opportunity for the Elgin Sports Complex expansion; the roll call recorded the motion as approved with one abstention. The council then approved payment authorizations, the consent agenda and miscellaneous business items by recorded votes.
