Council members asked how pavement-management priorities are set; staff said the system is a dated study being updated and that objective factors plus community input guide decisions (Walnut Avenue was advanced onto the list despite scheduled sewer work because of current pavement condition). The streetlight preservation program (Central Business District) was awarded to Muscat Painting and Decorating for $109,599. All motions passed on recorded roll calls.
