Childs said the Kratos property TOPO and survey should be completed soon and reported that the Ross Group anticipates construction completion by December 2026. The city also received a $3.5 million Heartland Development grant and three appraisals for the land returned higher values than expected; staff are considering moving a right‑of‑way on the south side of the road as part of the plan.
