Officials say Idaho open-enrollment protects current student placements; trustees must set load limits

A resident asked whether families would be able to choose which district a student attends after deconsolidation. The presenter answered that Idaho has an open-enrollment law allowing students to enroll in any district, subject to school-set limits for full programs. He said the plan includes a provision that students currently enrolled out-of-boundary may remain in their current school "through their career" so they are not forced to switch midstream.
The presenter explained funding follows the student: if a student living in Harpster chooses to enroll in Grangeville, Grangeville receives the ADA funding for that student, while property taxes from Harpster would go to the resident district (proposed Clearwater Valley). The presenter said trustees in the transition year would need to set load limits where necessary (for example for programs that are full or specialized), and emphasized those limits should be set "what's best for kids and learning."
