Staff explained governance changes if the district splits: each new district would have five trustee zones, and the State Board of Education would appoint trustees for the newly created districts. Presenter S2 said the plan requests letters of interest and that trustee selections would occur at the June meeting.
On asset division, staff said property and equipment located within a proposed district would remain there, while shared assets (for example, maintenance vehicles, district office furnishings and servers) would be apportioned between the two districts based on average daily attendance. Presenter S2 also described liabilities—primarily payroll—and said certified staff who are assigned to specific buildings would remain with those buildings; a small number of shared certified positions would require coordination between the two new boards.
The board and staff reiterated that many plan appendices contain sample ballot language, notices and draft motions and that the full legal citations appear in the plan's appendix to ensure compliance with the Idaho statutes governing deconsolidation.
