Board staff outlines deconsolidation plan, timeline and voting rules for Mountain View split

Board staff presented two draft deconsolidation plans and walked through the maps, statutory references and the schedule that would govern a split of Mountain View School District into two districts.
At the start of the hearing presenter (S2) said there were both a “draft 1 and draft 2” to reflect edits from an earlier Grangeville meeting and pointed the public to a packet that includes a GIS link and map layers for trustee zones, property values and parcel data. Presenter S2 also listed Idaho Code sections that apply to consolidation and deconsolidation procedures and said copies of the full code excerpts are included in the plan appendix.
The staff overview explained how the state funding formula and average daily attendance (ADA) drive financing: the presentation notes a split of estimated market value and ADA between the proposed Clearwater Valley district (District 245) and the proposed Grangeville district (District 246). Presenter S2 summarized unit calculations and salary apportionment numbers and said shared positions (superintendent, nurse, speech-language pathologist, federal programs coordinator, assessment and special education leads) would be allocated after trustees in the new districts decide staffing.
On timing, staff said the Board of Trustees will decide whether to forward a draft to the State Board at the June meeting; the State Board reviews it in December or January and, if approved to proceed, the measure would go to a two-part election in May. Presenter S2 described the two-pronged ballot: the deconsolidation must pass by simple majority both across the entire current district and separately within the smaller of the two proposed districts.
The presentation concluded with a timeline of remaining public hearings and a reminder that many plan details (trustee zone maps, appendices, and Q&A) are in the draft packet the district posted online. The board and staff encouraged attendees to review the plan materials and return for the remaining scheduled hearings before the board’s June decision.
