Echo SD 5 board approves consent agenda, SIA grant and routine financial report

A staff member (S1) presented the district’s October financials, reporting that "In October, you received property tax collections of $667, which is a little bit low," and listing the basic school support payment at "387,798" and interest earnings of "19,680." S1 also said the district submitted a plan to the Oregon Department of Education to spend down a nutrition program excess operating balance because the district is not allowed to carry more than three months of operating revenue or expense.
Board member (S3) moved to approve the SIA grant agreement for 2025–26. Superintendent (S4) described the SIA funds as corporate activity tax revenues and said the district expects about "$769,000" over the biennium. "It pays over for our instructional coaches, pays over for expanded CTE programs, and some of the literacy programs that we're doing to help out," the superintendent said.
Despite a brief comment that a packet document might not have been available for every board member, the board conducted a voice vote and the chair announced the motion "carried." The board did not record a roll-call tally in the transcript; votes were entered by general "aye" responses.
The superintendent said staff will forward the statewide economic forecast and any state guidance after the forecast is released, which the district expects to affect SIA and other state-linked revenues.
