Board approves off‑site parking for Union Bluff despite neighbors’ concerns about erosion and usability

York’s Planning Board voted 5‑0 to allow the Union Bluff Hotel to use a 17‑space gravel lot across Beach Street as off‑site parking, concluding staff and survey documents establish the lot as a legal, existing use that should be recorded as part of the site plan.
Neighbors and board members said the lot can be unreliable in practice. One board member noted they and other members had tried to park there when only nine or ten cars were present and found it difficult: “we tried some of us have tried to use that lot when there's only been, like, 9 or 10 cars in there… and there's no room,” the member said. The applicant pointed to a survey last revised 08/11/2025 showing 17 conforming stalls and added a plan note that the owner must maintain the parking area and address future erosion.
Operational enforcement will rely on signs and towing; hotel owner Ryan Amin said valet service manages event parking to prioritize guests. The board discussed wheel stops but noted maintenance and winter plowing tradeoffs. By approving the off‑site parking the board also recorded that any change in use or exclusivity of that lot would require planning board approval going forward.
