Planning board recommends town council review zoning change for 47340 Paul Inker Place

The Harrisburg Planning and Zoning Board voted to recommend that town council approve a zoning map amendment for 47340 Paul Inker Place, staff said.

Staff told the board the request would be a noncontiguous annexation and that, if annexed by council, the property owner would pay town taxes and be treated as a town resident. "It is consistent with the existing zoning adjacent to the subject property and consistent with the provisions of the Harrisburg area land use plan," staff said when reading the proposed statement of consistency. Staff also said the owner is seeking to connect to sewer while providing their own water supply.

Board members raised technical questions during the presentation. A member asked whether the lot "perks" for on-site septic; staff replied a single home should be under the 600-gallons-per-day threshold for sewer allocation and therefore would not likely require a formal allocation from council. Staff estimated a theoretical maximum of about five lots at one unit per acre on the parcel but said road construction, buffers and flood-zone constraints made an outcome of two to three homes more realistic.

A board member moved to recommend approval, a seconder supported the motion and the board proceeded to the next item after a call for favor. The transcript does not include a roll-call tally; the record indicates the board moved on, which reflects a recommendation carried to be forwarded to town council.

The matter now goes to Harrisburg Town Council for final consideration.
