Staff: Council voted to send EOA to state; housing capacity analysis underway

Planning staff reported the city council "did finally vote on the ordinance for the EOA," and that the city will submit chapter 5 and chapter 2 of the EOA package to the state for review and final action.
Staff explained the state review is the deciding step: once the state confirms adoption the ordinance becomes effective and an appeals window opens. "Once they do confirm, then it's done," the staff member said, adding that staff is not expecting appeals from BLCD at this point but that a window for appeals will exist after state confirmation.
