"You will not meet your policy... You will only meet it by replacing vehicles," he said. He also asked that the plan explicitly address municipal building retrofits, natural‑gas use, and renewable electricity procurement.
A council member responded that the intention of the plan was not to "water down" borough targets and that staff would contact the contractor to clarify and update the document. "We will reach out to the contractor who did the work to make the updates and address it accordingly," the council member said. Council confirmed the plan was on the agenda for discussion but that no vote to approve it would occur that night.
The exchange concluded with the council asking Blackwood to forward the specific examples he had emailed so staff and the contractor could incorporate or respond to them.
