Miller and colleagues said the downtown plan is built on equity‑focused outreach and includes a future land‑use map that identifies place types and districts (including a distinct waterfront place type) rather than renaming existing neighborhoods. Council members asked about economic resilience given office vacancies and technology sector changes; staff responded that the plan seeks to diversify downtown's economy to support artists, educators, maritime industries and small businesses.
