Council member Debner asked whether council members would be interested in initiating a discussion about local renter protections after receiving constituent feedback on landlord practices. Debner said some renters reported difficulties and asked whether the town could help.
The town attorney and Administrator Canfield cautioned that many landlord–tenant areas are preempted by state law and that municipalities rarely regulate core landlord–tenant rights; Canfield said staff would need time to research what local authority exists. The attorney suggested the town could more readily prepare informational resources and referral pathways (e.g., mediation services) rather than mandate lease terms. Council members asked staff to collect examples from other municipalities and bring samples for further discussion at a future meeting.
